Carroll County Public Health Update

Some businesses and organizations have reopened in parts of Iowa and in Carroll. Increased cleaning, sanitizing, and disinfection frequencies for all areas of the establishment, especially high-contact surfaces such as door handles, tables, chairs, and restroom fixtures have been recommended to help prevent the spread of the COVID-19 virus.

As people, despite the best laid plans, missteps occur. For success, we must take responsibility for our own health and our own actions. Did you remember to use hand sanitizer? Did you accidentally step inside of someone’s 6 foot distancing area? It is important to understand and accept that mistakes will occur. We can mitigate the chance of virus spread if all of us continue to step up our virus protection measures. Protect yourself from your own and others’ missteps. Wash your hands frequently, use hand sanitizer, wear cloth masks in public, and wipe down surfaces of your grocery carts, handles etc.

Carroll County Public Health Update

As of 11:00 am on Friday, May 8, 2020, Carroll County results to date: 251 tests have been administered, 229 have returned as negative, 22 are pending, with 6 confirmed cases of COVID-19 with 3 recovered.

Statewide, 70,261 individuals have been tested with 11,457 confirmed cases of COVID-19. There are 4,685 cases recovered. 243 individuals have passed away.

It has been announced that a Test Iowa COVID-19 drive-through testing site will begin operation at Denison Middle School parking lot beginning tomorrow, May 9th. This site will be open to people who have been pre-approved for testing after having taken the online assessment at www.TestIowa.com.

This drive-through site is in response to an initiative launched by Gov. Kim Reynolds that encouraged Iowans to complete a novel coronavirus screening survey. Based on those results, up to 3,000 tests will be administered each day at a handful of sites throughout the state, including Denison. The test site is only open to those with appointments.

Carroll County Public Health Update

The Iowa Department of Public Health (IDPH) and Carroll County Public Health have identified one additional case of COVID-19 in the county, a patient aged 61-80, bringing the county count to 6.

As Governor Kim Reynolds gradually lifts restrictions in other parts of the state, it is important to note that you must remain vigilant and continue to practice physical distancing and the prescribed hygiene measures including wearing a cloth mask in public. Limiting face-to-face contact with others is the best way to reduce the spread of COVID-19.

Limit close contact with others outside your household in indoor and outdoor spaces. Since people can spread the virus before they know they are sick, it is important to continue to stay away from others when possible, even if you—or they—have no symptoms. Physical distancing is especially important for people who are at higher risk for severe illness from COVID-19.

Carroll County Public Health Update

The best way to deal with the possibility of a confirmed case of COVID-19 is advanced preparation. The recent upsurge in case numbers in our surrounding counties increases that possibility. Actions should be taken prior to an event that warrants quarantine.

Develop a family emergency plan that includes how a person in your household would be cared for if they got sick and needed to be isolated. Maintain a reserve of vital supplies such as food and water and prescription medications (at least a 72 hour supply-official quarantine will be 14 days).

The following strategies are useful in preventing and spreading COVID-19:
• Adhere to public health hygienic recommendations by washing your hands after touching commonly used items or coming into contact with someone who is sick. Proper hand washing involves scrubbing hands for at least 20 seconds with soap and water. (It takes about 20 seconds to sing Happy Birthday twice).
• Wear cloth face coverings in public.
• Avoid touching your face, nose, and mouth and avoid rubbing your eyes. Practice proper coughing and sneezing etiquette.
• Properly dispose of anything that comes into contact with your mouth such as tissues or plastic eating utensils.
• Avoid coming into contact with individuals displaying symptoms of illness.
• If working in close proximity to other individuals, keep a distance of approximately six feet or more from the nearest person while working.
• Do not congregate in large public venues.

Carroll County Public Health Update

Carroll County Public Health is directly connected with all COVID-19 tests that are administered in Carroll County. No matter the location where the tests are administered in the county, the number is reported back to Carroll County Public Health, at our county’s central point of coordination.

Due to the uptick in the numbers of tests that have been administered throughout the state, and the number of labs that process the tests, a lag time has emerged from the time of results to the time of public reporting. Rest assured, the priority continues to be the patients and their health with public information relayed and updated as quickly as possible afterwards. We ask for your understanding and patience.

Carroll County Public Health Update

As of today, May 4, 2020 there are 5 cases of COVID-19 in Carroll County. The Carroll County Health Department continues to work closely with the Iowa Department of Public Health (IDPH), and other state and local partners to respond to this ongoing pandemic.

Iowa Code Chapter 22 prohibits the release of information that could lead to the identification of an individual or facility. Carroll County Public Health is following Iowa law by not releasing information such as the town where an individual lives. Some states have different confidentiality laws; regardless, information related to where an individual lives or has visited is not essential in protecting the public’s health during the COVID-19 outbreak.

COVID-19 is circulating widely in the state and in our county. A resident’s chance of being exposed to the virus is high, regardless of contact with a confirmed case. This is why all residents are advised to stay home as much as possible, and when they must leave for essential errands like groceries or to get medication, they maintain a 6-foot distance from other individuals and avoid groups of people. This is because the risk of exposure to the virus is NOT limited to exposure to a known case; you could just as easily be exposed to an undiagnosed individual who is at the grocery store.

Carroll County Public Health Update

Although the Coronavirus.iowa.gov map says that Carroll County is at five cases, Carroll County Public Health has not been notified of any additional cases as of this time and are only aware of four cases. This number will be verified today.

Carroll County has tested 199 people with 178 negative test results. As of 11:00 am, 17 tests are still pending.

There are currently 534 new cases in the state of Iowa for a total number of 9,703 cases. There have been 4 more deaths for a state total of 188. In the state of Iowa, 389 people are hospitalized and 3,486 people have recovered.

If someone was in contact with a person who has tested positive for COVID-19, that person will receive a call from Carroll County Public Health (Contact Tracers) with questions and follow up instructions. Contact Tracers will ask a very lengthy, detailed list of questions which include where the person works, what they have eaten, and who they have been in close contact.

"Every COVID-19 case is taken seriously," said Sara Schulte, CCPH Nurse. "If you get a call, we're calling to help you, we're calling to protect you. We're calling to give you as much information as possible.”

Carroll County Public Health performs year-round contract tracing when someone tests positive for meningitis, measles, or whooping cough so this is not a new activity. Every call is made in order to protect the public.

Carroll County Public Health Update

The Iowa Department of Public Health (IDPH) and Carroll County Public Health have identified two additional cases of COVID-19 in the county. The first is an adult between the ages of 18-40, the second is an elderly adult over the age of 80.

Contact tracing has begun on both of these patients. Any person who has been in contact with either patient will be contacted by Carroll County Public Health.

Carroll County Public Health Update

As of 11:00 am on Friday, May 1, 2020, Carroll County results to date: 178 tests administered, 152 have returned as negative, 24 are pending, and two are confirmed cases of COVID-19 with one recovered. Statewide, 45,593 individuals have been tested with 7,884 confirmed cases of COVID-19. There are 2,899 cases recovered. 170 individuals have passed away.

If you choose to participate in any reopening of a business, please continue to make prevention a priority. These actions include:

· Practice social distancing and stay home as much as possible

· Wash hands frequently with soap and water for at least 20 seconds each time.

· Cover coughs and sneezes with a tissue or elbow/upper arm.

· Stay home when ill.

Approximately 80 percent of Iowans infected with COVID-19 will experience only mild to moderate illnesses. Most mildly ill Iowans may not need to go to their healthcare provider or be tested to confirm that they have COVID-19. Sick Iowans must stay home and isolate themselves from others in their house until:

· You have had no fever for at least 72 hours (that is three full days of no fever without the use of medicine that reduces fevers)

AND

· Other symptoms have improved (for example, when your cough or shortness of breath have improved)

AND

· At least 7 days have passed since your symptoms first appeared.

If you think that you may need to visit a healthcare provider, call first. Your provider can assess whether you need to be seen in the office or if you can recover at home. There may also be options for you to talk to a medical provider from home using technology.

Carroll County Public Health Update

As of 11:00 am on Thursday, April 30, 2020, Carroll County remains at two positive cases of COVID-19. Carroll County has tested 174 people with 151 negative test results. 23 tests are still pending.

There are currently 302 new cases in the state of Iowa for a total number of 7,145 cases. There have been 14 more deaths for a state total of 162. In the state of Iowa, 335 people are hospitalized and 2,697 people have recovered.

As the state moves toward the gradual reopening of businesses and activities, we are reminded to follow the guidance recommended by the Iowa Department of Public Health.

***The Iowa Department of Public Health (IDPH) and Carroll County Public Health have identified one additional case of COVID-19 in the county, a patient aged 41-60.***

“We continue to remind residents to take preventive measures to slow the spread of this virus,” said Carroll County Public Health Director Nicole Schwering. “It is important for everyone to stay home as much as possible and to practice social distancing – this simply means to stay away from groups of people, keep a six-foot distance from other individuals, and wear a mask while in public settings.”

Symptoms of COVID-19 include cough, fever (100.4° or greater) and shortness of breath. If you are experiencing any of these symptoms, you should call your health care provider before going into the office. The provider may have special instructions for you and will determine if you should be tested.

All residents should:
• Stay home as much as possible. Leave only for essential errands like groceries or getting medication. When you run these errands, only send one person from the household, if possible.
• Stay home when mildly ill (the kind of illness that normally wouldn’t prevent you from your everyday activities)
• Cover coughs and sneezes with a tissue or your elbow/upper arm.
• Wash hands frequently with soap and water for at least 20 seconds.

As of 12:00 pm on Tuesday, April 28, 2020, there are no new Carroll County positive results to report. Carroll County has tested 164 people with 146 negative test results. As of 12:00 pm, 18 tests are still pending.

There are currently 508 new cases in the state of Iowa for a total number of 6,376 cases. There have been 9 more deaths for a state total of 136. In the state of Iowa, 304 people are hospitalized and 2,164 people have recovered.

The best way to prevent illness is to avoid being exposed to COVID-19. The virus is thought to spread mainly from person-to-person. It can spread between people who are in close contact with one another (within about 6 feet) or through respiratory droplets produced when an infected person coughs or sneezes. These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.

The CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies).The use of simple cloth face coverings will slow the spread of the virus and help people who may have the virus and do not know it from transmitting it to others.

Carroll County Public Health Update

On Friday, Gov. Reynolds signed a new proclamation that permits health care providers to begin the process of resuming some elective surgeries and procedures through a phased approach, permits farmers markets to begin limited operations with appropriate public health precautions, and provides other relief to Iowans affected by this disaster.

As the State of Iowa and Carroll County navigates through this pandemic, understand that a measured, thoughtful process will be undertaken to cautiously reopen our businesses and resume activities. Employers need to be mindful for how they can reopen their businesses safely for their employees and their customers and to plan accordingly for when that happens. The idea is not to stop the race before we reach the finish line.

Carroll County Public Health Update

As of 12:00 pm on Friday, April 24, 2020, there are no new Carroll County positive results to report. To date, there have been 147 tests administered. 134 have returned as negative and 13 are pending.

Statewide, 31,973 individuals have been tested with 4,445 confirmed cases of COVID-19. There are 1,604 cases recovering. 107 individuals have passed away.

The Centers for Disease Control recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies). Cloth coverings help to slow the spread of the virus and help people who may have the virus and do not know it from transmitting it to others.

Cloth face coverings should be routinely washed depending upon the frequency of use. A cycle in the washing machine followed by drying on high heat is recommended. People should be careful not to touch their eyes, nose, or mouth when removing the face cover and wash your hands immediately after removing.

Carroll County Public Health Update

Governor Kim Reynolds has introduce the "TestIowa Initiative." Iowa residents can visit a website (www.testiowa.com) and answer a series of quick questions regarding an individual’s current risk factors for COVID-19 exposure or symptoms. At the conclusion of the questionnaire, the website algorithm may tell you that you are low risk or it may prompt you to visit one of the newly established drive through testing sites in Iowa for further testing. A possible capacity of 3,000 tests per day can be performed through this TestIowa service.

The data collected (positive tests, negative tests, and low-risk patients) will provide crucial data needed to track the spread of the virus, contain it, and to help find a cure and save lives. The data will also guide the eventual “re opening” of the State of Iowa. After you take the test, challenge five people you know to do the same. The sooner we can identify COVID-19 cases, the sooner we can get back to our normal way of life. #TestIowaChallenge

Carroll County Public Health Update

To reduce stress surrounding the COVID-19 pandemic, it is important to be informed so you understand the risk to yourself and to the people you care about. On the flip side, we are also told to take breaks from watching, reading, or listening to news stories, including social media. 24/7 news about the pandemic can be upsetting for some people.

When we share accurate information about COVID-19, we can help make people feel less stressed and make a connection with them. Facts matter. Carroll County Public Health actively works with community leaders on preparedness planning and fact sharing which will keep our community safe and strong.

Carroll County Public Health Update

Iowa Governor Kim Reynolds is launching a new initiative to expand testing for COVID-19 in the state.

Reynolds says the state is still putting the details of the Test Iowa plan together, and her goal is to have the ability to conduct 3,000 tests per day. Additionally, Reynolds says the state is bringing in reinforcements to conduct investigations on positive cases.

"Local public health has been doing yeoman's work in getting this done," said Reynolds. "As we ramp up testing, we need to bring new people on. We are going to significantly increase the number of individuals that will be doing the contact tracing. One of the agencies that we'll be utilizing is the Department of Human Services, who has existing state employees that we will redirect and reallocate what they are doing to help do some of that follow up."

It is important to continue physical distancing to stop the spread of the virus and it will also assist with contact tracing if positive diagnosis for COVID-19 is made.

“If you have been diagnosed with COVID-19, you will have a much easier time recalling who you may have been in contact with if you have been limiting physical contact with others”, said Nikki Schwering, Carroll County Public Health Director. “This is just another reason why physical distancing is so important in stopping the spread of this virus.”

As of 12:00 pm on Friday, April 17, 2020, there are no new Carroll County positive results to report. To date, there have been 122 tests administered. 114 have returned as negative and 8 are pending.

Statewide, 21,792 individuals have been tested with 2,332 confirmed cases of COVID-19. Of those, 183 are currently hospitalized in the previous 24 hour period. There are 1,007 cases recovering. 64 individuals have passed away.

It is not time to end physical distancing. While physical distancing appears to be working, letting our guard down too soon could be disastrous. It is imperative that you stay home if you are sick or have a fever, don’t go to the stores unless it is for essential items, wear a mask in public, and above all, wash your hands frequently. There is good weather forecasted for our area this weekend so try to get outside to exercise but continue to maintain distancing.

If you are pregnant or recently given birth, you may be concerned about whether or not you have a greater chance of contracting COVID-19. We know that pregnancy does increase the mother’s chance of some infections and that there is a higher risk of severe illness when infected with viruses such as influenza. Evidence regarding COVID-19 has not been readily available but appears so far that the unborn baby will not contract the virus if the mother has it.

Nationwide and locally, facilities have prepared exam rooms and maternity wards for any situation that might arise during pregnancy and delivery to keep mother, baby, and healthcare workers safe. Visitors are not allowed and should be kept at a distance after returning home.

The most important piece of information for expectant mothers is to continue to practice physical distancing throughout their pregnancy and practice good hygiene, such as washing their hands and avoiding touching their nose or mouth, as the best way to keep from transmitting the virus. Carroll County and west central Iowa citizens are reminded that grocery stores are for essential trips only and shouldn't be considered places to socialize. Do everything you can to keep six feet or more between yourself and others.

While buying groceries and picking up medications are still considered essential activities, it is important to minimize physical interactions with one another. Plan ahead to reduce the number of trips to stores as well as the aisles you visit so you don’t have to double back. Don’t touch anything you don’t plan to buy. Wear a cloth mask if you have one, make use of the cart and hand sanitizers, and be sure to wash your hands once you arrive back home.

By following the guidelines of the CDC, together we can prevent the virus from moving from one person to another. Projections show that Iowa will reach the peak of cases on or slightly after May 2. By remaining steadfast, it is hoped that the spread of the virus can subside sooner.

Now that Easter is over, you’ll undoubtedly put decorations away and brace for annual spring cleaning. During the COVID-19 pandemic, spring cleaning takes on a whole new meaning. Extra attention should be made on frequently touched surfaces such as tables, doorknobs, light switches, phones, etc. as recommended by the CDC.

To disinfect, it is recommended that you make use of an EPA registered household disinfectant. Follow the instructions on the label, keep the surface wet for a period of time, and wear gloves and make sure you have good ventilation while using the product. Diluted household bleach may also be used for surfaces, leaving it on the surface for at least one minute.

The CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies), especially in areas of significant community-based transmission. People who have the virus and are not showing symptoms can still transmit it to others. The use of simple cloth face coverings can help to slow the spread of the virus.

Cloth face coverings should be routinely washed depending on the frequency of use. A washing machine cycle should suffice for proper cleaning. Individuals should be careful not to touch their eyes, nose, and mouth when removing their face covering and wash hands immediately after removing.

Even though many will not physically be able to be together, technology will still allow us to be “together.rdquo; Schedule a video chat with family and friends, socialize and eat your family holiday meal simultaneously.

Many area churches have live streaming of Good Friday and Easter church services. If you don’t have internet access, you can still tune in to syndicated radio or television services.
Consider hosting a virtual egg dyeing party or scavenger hunt. Dress up in your Easter best. Decorate if you haven’t already done so. And if you really want to brighten someone’s day, call a friend or loved one. Or, write letters or cards for residents in nursing homes, grocery store employees, firefighters, police, nurses, direct care staff and so on and tell them how much their service means to you. All of these things can still make Easter a special day.

Although the State of Iowa is not under a mandatory “shelter in placerdquo; order, you have undoubtedly realized that the State of Iowa and Carroll County follows nearly all of the shelter in place guidelines anyway: nonessential businesses have ceased operations, residents only leave their homes to obtain food/supplies, medical care, or to get fresh air without contacting others. Continue to stay home as much as possible.

Yesterday, Governor Kim Reynolds expanded the list of nonessential businesses to include malls, bowling alleys, state campgrounds, playgrounds, social clubs, pool halls, movie and music instrument stores, libraries, museums, zoos, and tobacco and vaping stores. Reynolds also instructed police to enforce her order prohibiting gatherings of more than 10 people as the coronavirus pandemic intensified across the state.

Iowa Department of Public Safety Commissioner Stephan Bayens said the governor was issuing guidance this week to police officers to enforce her orders limiting non-essential public gatherings. He said violators would first be educated and warned mdash; but could also be charged with simple misdemeanors for non-compliance.

When you absolutely need to leave your home for essential supplies, it is important to avoid unnecessary social contact with others in order to help “flatten the curverdquo; of the spread of the COVID-19 virus. Keep two things in mind: practice physical distancing and wash your hands thoroughly before and after your trip.

You should minimize your time spent in the stores and shop during off peak hours in order to avoid crowds. Plan ahead by making a list and purchase what you need for the coming week or two. Shop alone if possible. Consider using drive-through, pickup or contact-free delivery options.

While open spaces and trails in City owned parks remain open, the following park amenities are closed: all shelters, playground equipment, basketball courts, tennis courts, volleyball courts, baseball fields, softball fields, the Graham Park skate park, bathrooms, and drinking fountains and are expected to remain closed until at least May 1st. Carroll County Public Health wants to remind you that shopping for essentials should not be a family outing during this pandemic.

“Don’t take the whole family to stores to pick up essential items,rdquo; said Sara Schulte, RN BSN, Public Health Nurse. “One person, one cart, go through, get what you need for this week and get out.rdquo;

Grocery stores have been adjusting to the jump in demand for certain items. Many stores are limiting the number of items per person so that the inventory has a chance to catch up. In addition, the recent changes in store hours allow for daily deep cleaning.

“Please make use of the sanitizing items that are generously provided by the stores for the carts and your hands,rdquo; Sara said. “And as always, be mindful to maintain a distance of six feet or more between yourself and others.

Carroll County Public Health wants to remind the community that our senior population is considered the most vulnerable to COVID-19 whether living in a care facility or at home. Iowa Gov. Kim Reynolds said Monday that 21 cases of COVID-19 are tied to one long term care facility in Linn County. There are no cases in any Carroll County long term care facilities at this time.

“Social distancing continues to be the most powerful tool we have to prevent the spread of this virus," said Nicole Schwering, RN, Director of Carroll County Public Health. “Social distancing applies to everyone. The longer we think social distancing doesn’t apply to us, the longer it will be before we can resume normal activities.rdquo;

As of 12:00 pm on Monday, March 30, 2020, 48 individuals have been tested for COVID-19 with 42 negative results. Six tests are still pending. The number of positive COVID-19 cases in Carroll County remains at one and has now fully recovered and able to move about.

As the number of COVID-19 cases rise both nationally and regionally in the adjacent counties of Audubon and Crawford, Carroll County Public Health wants to express how important it is to make prevention a priority.

Carroll County Healthcare providers are administering the COVID-19 testing in accordance with one of the following criteria (these criteria may broaden as the pandemic expands and additional testing resources become available).

All hospitalized patients (of any age) with fever and respiratory illness
Older adults (>60 years of age) with fever and respiratory symptoms (cough, difficulty breathing) and chronic medical conditions (e.g., diabetes, heart disease, immunosuppressive medications, chronic lung disease, or chronic kidney disease).
Persons of any age with fever or respiratory illness who live in congregate setting (i.e., long term care facilities, dormitories, residential facilities, correctional facilities, treatment facilities)
Healthcare workers, essential services personnel, first responders and critical infrastructure workers with fever or respiratory illness (ex. healthcare workers, fire and EMS, law enforcement, residential facility staff)

Carroll County remains at 1 positive case. (Infection count for each county does not change dependent on recovery or death of the infected individual. The count shows that an infected individual resides or resided in that particular county. The count is a count of the rate/number of infection and is used to monitor spread of the infection. This is why Carroll County remains at 1 even though the case has recovered. The count becomes historical data.)
