What is a Geographic Information System (GIS)?

Simply put, a GIS combines layers of information about a place to give you a better understanding of that place. What layers of information you combine depends on your purpose. It is not is just a map. It is a database management system which stores and links geographically referenced data with graphic map features to allow a wide range of information processing and display operations, as well as map production, analysis and modeling.

What is a GIS used for?

Local governments, such as cities, schools and counties, typically involve a variety of departments including assessors, auditors, engineering, emergency management, recorders, treasurers, and zoning. These agencies are relying more on GIS technology to plan new land developments, determine tax valuations, maintain real estate land records, route emergency vehicles, manage transportation systems, develop curriculum and study environmental issues. How Can I Use the Carroll County GIS System?Public access to the GIS system is available through the GIS Mapping website. Basic property information and aerial photography is accessible through an interactive map. For other datasets and layers, contact the IT Department for availability.

What information is available on the website?

The Aerial Photography was taken in 2020.The Cadastral Maps showing property lines are overlain on the aerial maps, and other geographic features such as waterways are also available. Property Records are available on the Assessor's website, and the maps are linked to provide information on individual parcels. Public access to data is restricted to a few basic functions in order to help keep costs down and prevent bulk downloads of public information. Policies are in place to allow access to public information via the Geographic Information System at a variety of levels.

A license agreement must be completed for any organization or business to access data from Carroll County other than through the website portal, and is not to be used for resale.
